The federal Bureau of Investigation before Hoover

Born from a political dispute between Congress and the President in 1908, this is the story of how the Bureau started without a budget and two dozen men to become the premier counterintelligence agency of the US government in less than a decade, only to lose its mission and descent into corruption until J. Edgar Hoover became the sixth Chief of the Bureau in 1924.
